Victor Thirteen is a Black Ops and a member of Victor Company.
During the battle of Chicago, Victor Thirteen was deployed alongside the rest of the company at the Michigan-Wacker Avenue, eliminating the Chimeran presence and holding off the Leviathan when it appeared, before fleeing to the rooftops with Victor Two. Unable to directly hurt the Leviathan, Victor Thirteen and the rest of his unit instead served as distractions as Lt. Hale was thrown around the rooftops by the colossal monster. He eventually survived the operation in Chicago.
He was an apparent friend of Victor Two and was possibly second-in-command for the detachment of Victor Company.
