Victor Thirteen is a Black Ops and a member of Victor Company.

Victor Thirteen was part of the attack on Chicago and was one of the soldiers that helps fight the Leviathan. He was an apparent friend of Victor Two and was possibly second-in-command for the company. Right at the end of the Chicago level Nathan Hale meets Victor Two and Victor Thirteen standing in a market area. Victor Thirteen survives the attack on the Leviathan.
