General R. Hadley was the tactical leader behind Operation Morning Star and approved the battle plan for Operation Deliverance.

- Hadley is mentioned in the Resistance: Fall of Man inside slip and has Robin Atkin Downes as a credited voice actor for him. It is believed that his character was cut from the game, presumably the U.S.S. Lexington training level.
- On the inside slip of Resistance: Fall of Man. R. Hadley is said to have approved Operation Deliverance on June 4th, 1958, an obvious typo as Deliverance happened on July 11th, 1951.
