The Military Defense Commission (MDC) was a weapons development and research organization created by the United European Defense in May 1939 after the alliance became aware of the existence of the Chimera. The primary goal of the MDC was to gather intelligence on the Chimera and develop both methods and technologies to combat them.

History[]

Founded in 1939, the MDC was centered in Luxembourg and its members includes prominent European scientists such as Albert Einstein, who were invited to join the Commission shortly after its founding. The discovery of the Chimera, and the formation of the MDC, convinced many European scientists to chose to stay on the continent rather than move to the United States.[1] Their collective efforts bore fruit in successful weapons designs, such as the L23 Fareye and Longbow 1S-1K.

Unlike its founding governments, the MDC continued to exist after the Fall of Europe. The Commission operated within the Maquis' Luxembourg fortress. Dr. Claude Bouchard, a member of the MDC, and his daughter Raine, came close to a breakthrough in stalling the Chimeran conversion process by developing a virus that eradicated the Carrier strain, in the hope of starving Chimeran conversion centers of the human subjects they required.[2]

While the serum was a success, and severely culled the Carriers across Europe, the Chimera were quick to adapt. Evolving rapidly in the face of human efforts, they diversified their conversion practices - coming to favour the Spinner strain over the Carrier for its swift and in situ conversion of humans - rather than rely on the lengthier process performed by conversion centers.
