Henry Carter was Cpl. Joseph Capelli's supervising physician.^[1] Carter analyzed Capelli's physical as being compatible to the stage four inhibitor, but importantly notes that his psychological profile suggests severe emotional instability. He recommended further testings to prove that his patient's chemical imbalance is a direct result of prolonged inhibitor treatment, but was steadfastly denied by Capelli who refuses to submit to any behavioral analysis.^[1]
